Symbolism

A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.

The Transparency Seal—depicted by a pearl shining out of an open shell—represents the Philippine Government’s policy shift toward openness and public access to information. It encourages citizen engagement and reaffirms the people’s right to participate in governance. This initiative supports the Philippines’ aspiration to be the Pearl of the Orient, exemplifying transparency, accountability, and democratic virtue.

Legal Basis and Compliance

The Schools Division Office (SDO), City of Ilagan maintains this Transparency Seal page in compliance with the following laws, rules, and issuances:

  • Section 93 of the FY 2012 General Appropriations Act (GAA), as reiterated under
    DBM National Budget Circular (NBC) No. 542 dated August 29, 2012;
  • Section 91 of Republic Act No. 10633 (FY 2014 General Appropriations Act); and
  • Section 102 of the FY 2022 General Appropriations Act, which strengthened disclosure requirements on budgetary, financial, procurement, and physical performance information.

The Schools Division Office of the City of Ilagan delivers frontline and client-facing services to learners, parents, personnel, and stakeholders in accordance with existing laws and regulations.

In compliance with DBM NBC No. 542 and Section 102 of the FY 2022 General Appropriations Act, the Schools Division Office (SDO) – City of Ilagan discloses its approved budget together with corresponding physical and performance targets.

The approved budget is translated into operational plans through the Division Work and Financial Plan (WFP) and Office Performance Commitment and Review (OPCR), aligned with the Major Final Outputs (MFOs) of the Division.

Performance targets and outcome indicators are reported through the Budget Accountability Report (BAR) No. 1 – Quarterly Physical Report of Operations which reflects the Division’s approved targets and actual accomplishments in support of the organizational outcome on access to quality basic education services.

The Schools Division Office implements various Programs, Activities and Projects (PAPs) funded through the approved Work and Financial Plan to support curriculum delivery, governance operations, learner support services, human resource development, and ICT system implementation.

Implementation of PAPs is monitored through the Quarterly Division Monitoring, Evaluation and Adjustment (DMEA), which indicates the physical and financial accomplishments of PAPs, including target beneficiaries and implementation status per program.

The Major PAP Monitoring Tool reflects the Division’s funded PAPs indicating fund allocation, physical accomplishment, financial utilization, and status of implementation.

  • The System of Rating and Ranking of Delivery Units per existing guidelines on the grant of Performance-Based Bonus to the Department of Education (DepEd) employees and officials as stipulated in DepEd Order (DO) No. 28, s. 2019 shall continue to be binding and effective in FY 2020, or until amended, revoked, rescinded, or modified through the official issuance of a DepEd Order.
