Symbolism
A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.
The Transparency Seal—depicted by a pearl shining out of an open shell—represents the Philippine Government’s policy shift toward openness and public access to information. It encourages citizen engagement and reaffirms the people’s right to participate in governance. This initiative supports the Philippines’ aspiration to be the Pearl of the Orient, exemplifying transparency, accountability, and democratic virtue.
Legal Basis and Compliance
The Schools Division Office (SDO), City of Ilagan maintains this Transparency Seal page in compliance with the following laws, rules, and issuances:
- Section 93 of the FY 2012 General Appropriations Act (GAA), as reiterated under
DBM National Budget Circular (NBC) No. 542 dated August 29, 2012; - Section 91 of Republic Act No. 10633 (FY 2014 General Appropriations Act); and
- Section 102 of the FY 2022 General Appropriations Act, which strengthened disclosure requirements on budgetary, financial, procurement, and physical performance information.
